Comment: Professor Michael J. Palmiotto has written a well balanced and insightful book on the American Police. Chapter one provides the reader with a succinct history of the American Police and the major policies that have shaped the current status quo of the policing profession. Upon laying the historical foundation, the author initiates an insightful overview of the various functions and levels of the American Police. This overview includes a description of law enforcement at all levels of government (city, county, state and federal). A chapter on prvate security informs the reader of the complex issues revolving around private security organizations. The issue of how private security interacts with the police and the law enforcement function is explored. Furthermore, the author does a nice job explaining the importance of private security from the standpoint of crime prevention in our everyday lives. The author embarks on an introduction of all aspects of policing. One of the more salient areas that is especially covered in energetic fashion is the chapter on police management and adminstration. This chapter sheds light on traditional management and administration strategies and concludes with a nice discussion on evolving approaches in the area of police management and administration including coverage of total quality management. The author provides a description of how new mangement approaches are being utilized and have proven effective in several American Police agencies. The chapter pertaining to the legal issues of policing provides a most informative overview on how constitutional considerations impact the everyday operations of the police. The author does an extrodinary job of outlining the major Supreme Court decisions and how these decisions apply to the standard operating procedures of police agencies (e.g., Miranda v. Arizona) which requires the police to read crime suspects their rights prior to interrogation. This chapter is written in a manner that the most neophyte reader of the law and policing can understand. Very practicle in orientation. The author provides coverage of the evolving technological trends and how the police are utilizing technology in fighting crime. The problems and hazards that the police face in their everyday jobs are presented thoroughly in chapter 12 (Current Issues in Policing). This chaper provides the reader with an overview of the stress that goes along with policing, the threat of blood borne pathogens and the myriad of other potentail hazards that the police cope with on a daily basis. The reader truly develops a sense of appreciation for the police after reading this chapter. The latest trends in police recruitment, selection, education and training are covered in the book. This chapter will assuredly provoke the reader to think about crime prevention in a variety of differing ways. The concluding chapters pertain to police misconduct and accountability. These chapters are a nice compliment to an introductory policing book in-light-of the incidents of polcie brutality and other police misconduct throughout the 1990's. The author introduces the reader to the various recommendations that have been made through the years to curtail police misconduct and offers a variety of solutions. The process of what happens when a citizen files a complaint on a police officer is covered in the most informative manner. The severity and extent of internal discipline of police officers is covered and this will provide the reader with a conceptual understanding of the internal discipline process. Overall, the book provides a nice introduction for anyone who desires to learn more about the American Police past and present. It is written in a manner and style that the reader does not have to have a background in police practice or police studies. This seminal work should be read by anyone who desires to learn more about those who are sworn to protect and serve. It also serves as a nice introductory text for students of policing and as a supplemental text for the more advanced (graduate) student of policing. This book will truly engage the reader in the process of critical thinking about policing issues and trends.
