Based on the changing configuration of East Asia's strategic conditions and new developments in armament technology, Mochizuki argues convincingly for deep cuts in U.S. presence in the yet to be settled archimedal Okinawa problem which can interestingly enough, be accomplished without a loss in strategic credibility and military striking power within the region. What makes his proposals all the more valuable is that they are the outcome of a joint endeavour of Washington'S Brooking scholars with Tokyo's Nomura Research Institution - a rare, but welcome example of Japanese grand strategy thinking. Mochizuki's essay on "American and Japanese Strategic Debates" constitutes an indispensable balance sheet for anyone believing in the bilateral security links as the linchpin of future stability of a volatile region. Any future administration may find it unavoidable to give this well informed and imginative policy proposals serious consideration for its own East Asia strategic assessment.
