Summary: Excellent Description of the Welfare State
Comment: I read this book in Michael Brown's class on the relation between Capitalism and State at UC Santa Cruz during the Sping of 1999. This book is an incredible look at how the American Welfare State developed. Brown's argument is that while their were institutional features that shaped the creation of Welfare State, the two most important factors are not structure, but race and money. Brown takes the reader through the New Deal and Great Society, finally ending up with the retrenchment policies of Ronald Reagan, and explains that the policies of the Welfare State created a racially stratified society because the policies were not universalistic. The combination of means-tested programs and a Social Security program that was not all inclusive while also being regressive in its taxing policy, creates what Brown describes as truncated universalism. His work is an excellent addition to Welfare State literature. Additionally the book is a pleasure to read. Brown's writing is very fun and he includes many interesting quotes from the main players of the twentieth century. A great book.
