Frost claims to find a consensus of belief about religious liberty in Pennsylvania, but he does not provide evidence from below to support the claim. "Religious liberty" and "religious freedom" are never adequately defined or separated. Clearly written with thorough endnotes and a helpful bibliographic essay, this book will appeal to those interested in the First Amendment, religious pluralism, and Pennsylvania history.
