Summary: Bureaucratic Machinations and the Nazi Elite
Comment: Caplan's book is sometimes difficult to follow simply because it is packed with such intense detail. Her work in many ways is ground-breaking, and is possibly one of the best studies on the actual machinery running the Nazi empire from within. It is the account of the German civil service and how they gradually reconciled themselves to the rising tide of National Socialism, only to become the willing servants of the new paradigm. We receive a detailed description of how the Nazis actually implemented their plans. But we also see a picture emerging of confusion and dissonance as various departments in the massive bureacratic structure actually fight one another over petty turf disputes and budgetary considerations. Moreover, we find examples of bureaucrats thrwarting Nazi plans, and sometimes imposing ones of their own which were even more radical than those proposed by the political leaders. Unfortunately, the price tends to scare most interested readers, but Caplan's work is must reading to understand the inner machinery of a ruthless empire. But even more disconcerting is the real possibility that the Nurnberg Trials did not go deep enough into the 'Nazi nest,' as Caplan's work demonstrates that many state and local bureaucrats were willing tools for the Nazi's radical agenda.
