Comment: Prof. Mendlovitz and his co-authors have worked since the early 1970s to divine a new approach to international affairs, one that would recognize the coming globalization (which they saw before any of their peers). They struggled mightily, and with much vim and vigor, to create a new intellectual and normative framework for inter-state relations, one that would (a) end war as an institution; (b) strengthen plenatary institutions; (c) drastically improvie human rights; (d) protect the ecosystem and the biosphere; (e) create economic opportuities for all. They paved the wayy for a debate which changed the firleds of political science and defense studies...and are still working on this problem, with new books and journals and monographs that followed this first effort. This book is dated, due to such momentous events as the end of the Cold War, but it was a milestone in its time nonetheless. And, the creative rethinking of the system of governance still stands as a powerful statement -- or better yet a call to academic and political action.
