Summary: Too the Point with Steps That Make Sense
Comment: As a manager of a medium size agency in a fairly large city, I've looked at a lot of these kinds of books. Too often they are fed-land oriented or full of impractical or incomplete ideas. This one wasn't and it has been very useful as we pursue a strategic reform of our management systems.
